פרופסור לכלכלה בפקולטה לניהול של אוניברסיטת תל אביב ובמחלקה לכלכלה של אוניברסיטת Warwick באנגליה. תחומי המחקר וההוראה שלו הם כלכלת בריאות, ארגון תעשייתי ותורת המשחקים. קיבל את הדוקטוראט בשנת 1987 מאוניברסיטת נורת'ווסטרן. בשנים 1999-2002 שימש סגן דיקן של הפקולטה לניהול באוניברסיטת תל אביב ובשנים 1994-1999 ו-2002-2006 ו- 2008-2019 מלא את תפקיד ראש התכנית למנהל מערכות בריאות באוניברסיטת תל אביב. כיום משמש כראש מכון קובנס למנהל מערכות בריאות באוניברסיטה ומחזיק הקתדרה לניהול אסטרטגי ע"ש יששכר חיימוביץ'. פרופסור גלזר פרסם עשרות מחקרים בכתבי עת מובילים בתחום של כלכלת בריאות ותיאוריה כלכלית והיה במשך שנים חבר המערכת של ה Journal of Health Economics
