Preliminary results of an evaluation study of Israel's industrial R&D
subsidy program are reported. The study is based on structured interviews
and financial reports of 118 firms which received support between 1986-94.
It estimates the contribution of funded research to employment, the trade
balance and productivity; develops quantitative measures of various dimensions
of market failure which the subsidies were meant to address; and draws
a profile of how industrial R&D was conducted in Israel in the period
studied. |
