One of the benefits of representative democracy is a bit of consistency. If policies changed every morning when a new vote was taken there wouldn't be enough time to implement those policies before a new one would be decided upon. And of course whims could be immediately converted into policy. Did the Israeli team lose to the British last night because of a questionable goal? Let's vote for a change in our foreign policy this morning!
