Taking it to the people.

Even in tight economic times the budget for promoting Israel's image in the world is substantial, though not necessarily proportionately effective. But for a while during the summer of 2002 it appeared as though the medium of choice of the Israeli Foreign Ministry was private e-mail correspondence. I don't know whether this was an orchestrated effort or whether it's just the way things developed, but it seemed as though the ministry had decided that the best way to distribute its propaganda was to mail out e-messages and encourage people to forward them. And for quite a while, it definitely seemed to be effective (or in the least, cost-effective). I'd greatly appreciate it if anyone who has information that might confirm or deny this would send it to me.
