Stretching the limits
of bad taste.
There's always some school out there where the person responsible for
the site seems to bend over backwards to choose graphics that don't seem
to match. These may well be the same people who wear ties that clash with
their shirts, but my guess is that they're people with limited graphic
experience who are so overwhelmed by the wide array of possible choices
that they become blinded to the look of the overall outcome. (And who hasn't,
upon first starting to use a word processor, prepared a document with seven
different fonts in five different styles and ten different sizes and looked
proudly on the outcome?) It's sites such as these that make one long for
the steady hand of an experienced graphic editor.
