Is that supposed to be a threat?

The phrase "all your base are belong to us" originally appeared in the English (or more-or-less English) translation of a 1989 Japanese video game. It skyrocketed to popularity as an internet meme in 2000, though I don't know why it lay dormant for a decade. It has an ominous tone, but of course it's too far removed from normative English to actually feel like a threat. In other words, if and when we encounter someone or something that uses it we'll probably chuckle rather than tremble.
