Why don't they mail me a ticket?


I recently drove for the first time on Israel's first (and so far only) toll road. A camera above the road photographed my license plate, and soon I'll be mailed my bill. The whole system apparently works very well.

I admit that I don't know the intricacies of the billing system, but I'm quite sure that the time at which my license plate was photographed is listed along with the number. I don't know whether I was also photographed at the time of my exit, but I'm quite sure that at other stations along the route more photos were taken - probably in order to determine how far I traveled on the road. A very simple mathematical equation can figure my average speed during the time I was on the road, and the result would show that I was traveling above the speed limit (and being passed by more cars than I passed). It seems to me quite logical (though certainly not desirable) that along with my bill I can also be sent a speeding ticket along with a message that tells me that if I went from point A to point B in time C, my average speed was D which is above the speed limit. I honestly don't know why this doesn't happen, though I'm quite sure that it doesn't have any intentional connection to protecting my privacy.
