Where did you say you read this?

Numerous bloggers picked up on this item (in the specific wording I've quoted). A few more than fifty pages, some from personal blogs, some from more formal newspapers, seem to report it. All of them (or at least all of them that I checked) report that it's from the Yahoo Canada annual internet review.

I spent quite a bit of time trying to find that review, and the report on spam. The main page of Yahoo Canada has a link to Year in Review 2004, but I couldn't find the report on spam within that link. Perhaps in a case such as this it's enough to simply conclude that if so many people quote it it must actually be there, but I'd feel quite a bit more comfortable reporting it if I could get to the first source.
