The Eva and Marc Besen Institute for the Study of Historical Consciousness was established in December 1989 within the School of History, on the initiative of Saul Friedlander, Cummings Professor of Modern History at Tel Aviv University and Professor of History at the University of California, Los Angeles. Professor Friedlander, who has written extensively on Nazism, the Holocaust, and problems of historical writing and representation, headed the Institute until his retirement from Tel Aviv University in 2000.

The main activity of the Institute is the publication, since 1989, of a twice-yearly journal, History & Memory: Studies in Representation of the Past, currently edited by Gadi Algazi, Professor of History at Tel Aviv University, and published by Indiana University Press. The journal is devoted to questions relating to the formation of historical consciousness, defined as the area in which collective memory, the writing of history, and other modes of shaping images of the past merge.

Articles submitted to History & Memory should be typed in double space, with the author's name and contact details placed on a separate cover page and any self-referencing material removed from the notes. Two copies of the article should be sent to the Managing Editor, Philippa Shimrat, School of History, Tel Aviv University, Tel Aviv 69978, Israel.
